FINANCIAL ENGINEERING

Sometimes, certain interlocutors confuse us with investors and wish to conduct Due Diligence on ARCODE-EUROPE Ltd to prove our investment capacity.

We are not investors, and we do not have billions to invest.

We understand that financial engineering for the benefit of a state or a project does not fit into any existing category, as these solutions are private and "off-system."

We are capable of providing the necessary funding to the state for its development projects or to companies responsible for implementing them in BOT, PPP, etc.

First, it is essential to have projects that address the concerns of the population and the administration, and then to set up the required Guarantees (Sovereign Guarantee, Bank Guarantee - SBLC, Gold Guarantee, etc.).

FINANCING STATE PROJECTS

"ARCODE-EUROPE Ltd is capable of providing the necessary funding to states for their development projects (or to companies responsible for implementation in BOT, PPP, etc.).

First, it is essential to have projects that address the concerns of the population and the administration, and then to set up the required Guarantees (Sovereign Guarantee, Bank Guarantee – SBLC, Gold Guarantee, etc.). In our system, these Guarantees can be real or virtual, depending on the case."

ARCODE-EUROPE, through its financial assistance, will enable you to move from intention to action and the realization of established programs or promises by transforming them into achievements.

Our Expertise: generating money from cash blocked in the bank or financial instruments (Sovereign Guarantee, SBLC, etc.) allowing us to block cash via a monetizing investment fund.

We can also finance very large projects with funds received in Europe via the ECB, in a bank equipped with the DTC system. The receiving bank makes its funds available to ARCODE-EUROPE, which presents the projects submitted by states or promoters that are feasible in almost any country in the world. The projects must be presented in the form of a Business Plan.

GENERAL TERMS OF INTERVENTION OF ARCODE-EUROPE Ltd.

Our Charter:

"After preliminary study and upon direct request from a representative of the State to the operational management of ARCODE-EUROPE Ltd in Paris, you will receive a draft MOU. Our agents or local representatives are not authorized to decide on our behalf.

Only our responses via email at arcode@arcode-europe.com should be considered. We only respond to clearly identified government representatives and never to intermediaries unless they hold an official mandate.

Our financial company is prohibited from soliciting; we can only respond to inquiries related to files transmitted to you by one of our correspondents.

PROCESS


It is up to the interested parties (State, project-carrying company) to contact us by sending a letter via email to: arcode@arcode-europe.com with a list, even if provisional, of itemized projects. We will respond with the necessary conditions and details.


The guarantees serving as leverage can be:

  • A blocked bank account in a first-rate bank for 13 months with a minimum of 150 million euros or USD confirmed by SBLC.
  • A copy of a sovereign guarantee according to our model.
  • A blockage of 24-carat gold (999.9) in a security house by the producing country, confirmed by a value insurance for a minimum amount of 150 million euros. For lower quality gold, please contact us.
  • Other guarantees may be acceptable (diamonds, rare metals, oil, artworks, income-generating real estate, etc.) after document review and approval from our financial platform. Please contact us.

One of the monetizers we work with "monetizes" a percentage of these guarantees in cash euros and makes these funds available to ARCODE-EUROPE Ltd in a TRADING bank via a financial platform.


It is this cash that will "work" and produce a small profit (about 3 to 6%) several times a day on varying amounts. The operation will start upon confirmation by an informative SWIFT MT799 and MT760 from the bank selected by the country in agreement with ARCODE-EUROPE Ltd.

ANOTHER FINANCING POSSIBILITY: DTC VIA THE EUROPEAN CENTRAL BANK


We can also assist in financing very large innovative company projects with off-book funds received in Europe by a bank equipped with the DTC system, via the ECB. The receiving bank places the funds in the account opened in the company's name (minimum one billion euros). After signing a support contract, ARCODE-EUROPE Ltd can advise the company. The projects are feasible in almost any country in the world. The projects must be presented in the form of a Business Plan prepared by a reputable firm

RETURN


The money generated by the financial platform will enable ARCODE-EUROPE Ltd to make available to the client (State or company) the necessary amounts to finance projects up to the amount of the guarantee.


With certain countries, ARCODE-EUROPE Ltd signs a remunerated Consultant contract to seek the best "off-system" formula for obtaining financing. In this case, ARCODE-EUROPE covers travel and accommodation expenses as provided for in such a contract.


Without a prior contract, ARCODE-EUROPE Ltd operates remotely with its partners until an MOU is finalized. Some States may request our presence in their country.

We are not opposed to this, but ARCODE-EUROPE Ltd will intervene after receiving a Full invitation from the State. The details of the Full invitation are communicated on a case-by-case basis.


This Full invitation includes, for all members of our delegation (1 to 5):

  • Visa arrangements
  • Round-trip business class airfare
  • VIP reception at the destination airport
  • Provision of cars with drivers
  • Accommodation in a 4 or 5-star hotel and all meals taken at the hotel (usually 5 to 6 days)

This procedure is necessary with respect to international regulations because ARCODE-EUROPE Ltd is not permitted to solicit.



It is up to the country to select the formula it prefers.

If States wish to hold meetings in Europe, they are generally held in Paris, and the expenses are borne by the representatives of the concerned State.

ENABLING A STATE TO IMPLEMENT ITS PROJECTS

There is never a shortage of projects to be realized for a state, a ministry, or an administration.

Usually, the list is long and can involve not only the current population but also future generations.

Initially, it is preferable to choose projects that will have an immediate impact and visibility for the concerned populations.
The best projects are those that cannot be postponed and fill a gap (such as rapid electrification and agro-industry).

These will immediately impact the daily lives of citizens in the affected countries, which will improve their living conditions and garner testimonials of satisfaction benefiting political, economic, and social actors.

We know that GDP does not measure happiness, and we are aware of the limitations and inaccuracies of statistical tools, which value, as wealth creation, both automobile construction and road accidents and traffic jams, which mix arms sales with book sales, which ignore unpaid domestic work and black-market labor, and which blend the commercial economy with public expenditure to the point where any increase in civil servants' salaries, beyond inflation, appears as both an improvement in resources and an increase in expenses.

Projects should not only be desired but realized; they need to come out of the drawers to be carefully chosen and successfully completed, for the credibility of all those who are decision-makers or project carriers, whether they are politicians, high administration, or economic and social partners.

This is why ARCOD€UROPE does not merely finance projects but, in the name of the commitment made for the successful completion of the funded project and its effective realization, ARCOD€UROPE is fully involved, in conjunction with local authorities, in the follow-up and supervision until the completion and effective reception of the funded projects.

This also involves supporting users in maintenance, training staff, establishing operating rules and safety instructions, and all necessary elements for the viability of the installations and the proper functioning of the equipment over time.

The following projects are eligible:

  • Land, rail, maritime, and air transport infrastructure
  • Energy production systems
  • Increasing water resources, sanitation, environment
  • School and training buildings and equipment
  • Health system improvement
  • Agricultural development
  • Combating desertification and global warming
  • Social housing construction
  • Tourism development
  • Generally, any projects likely to improve the living conditions of the population.
  • Study and control mission costs must be integrated into the project costs.

ARCODE-EUROPE Ltd does not merely finance projects but, in the name of the commitment made for the successful completion of the funded project and its effective realization, ARCODE-EUROPE Ltd is fully involved, in conjunction with local authorities, in the follow-up and supervision until the completion and effective reception of the funded projects.

This involves supporting users by our technical partners in maintenance, staff training, establishing operating rules and safety instructions, and all necessary elements for the viability of the installations and the proper functioning of the equipment over time.

OUR MISSION TO ASSIST DEVELOPING OR EMERGING COUNTRIES

Our vision and mission are to offer this financing opportunity to all developing or emerging countries.

Due to the multiplicity of stakeholders, whether it is the UN, the World Bank, the International Monetary Fund, the WHO, Foundations, or NGOs, the intertwining of all these organizations has not yet resolved the fundamental problems, as solutions are made on a case-by-case basis.

Missions and project implementations can only be accomplished based on trust, which relies on transparency.

Today, Heads of State and Ministers face challenges. The former must fulfill their electoral commitments and promises that helped them get elected, while the latter must respect and make the best use of the often insufficient budget allocated to them to quickly realize political commitments.

These promises and their effective implementation inevitably encounter problems due to the country's indebtedness and the difficulties in easily contracting new loans, which result in burdening not only the current population but also their descendants with the weight of the debt.

There is no point in financing a project if it gets bogged down in technical, administrative complications, corruption, or an administration that hinders the will of the Heads of State and/or Ministers.

The realization of projects will most often increase the country's economic productivity and positively impact the social life of the population.
